The ACLU and other advocacy groups are asking a federal judge to block Donald Trump’s latest executive orders restricting birthright citizenship, arguing that the administration is attempting to circumvent a Supreme Court ruling that rejected his earlier effort as a violation of the 14th Amendment.

The challenge is about a fundamental constitutional principle: presidents cannot rewrite citizenship protections by executive order. The 14th Amendment’s guarantee of birthright citizenship should not depend on who occupies the White House.
